All in on Low Risk/High Reward Guys
Heres a thought. what if the Brewers maximize their limited dollars for starting pitching by signing as many reclamation projects as possible with hopes that at least 3 of them pan out. there are a lot our there this year:
Mulder
Sheets
Duscherer
Bedard
(maybe Rich Harden)
Not to mention that Capuano will still be trying to get back to the bigs.
If we can sign all those guys to incentive laden deals, guaranteeing between $1 and $5 each depending on their reputation and allowing them to earn up to $9 million. I think the brewers might be able to get all six of these guys, what do you think.
a couple other names I like but that aren't in this category are Pavano, Padilla and Penny, but my ideal situation would be for us to trade for Vasquez.

I hope that the Brewers try to sign maybe three of them.
I did completely forget about Capuano, though. Does anyone know if he will be ready to pitch by spring training? I would imagine he would take a good-value deal with the Brewers.

So how does this work with the 40 man roster? Why would the 6th guy sign after 5 other reclamation projects had? How do we outbid every other team in the league on all of these guys?
We all assume that Mulder will be a part of the staff before January, maybe Duke or Sheets as well but there is no way that they can sign half of those guys left alone all of them. It wouldn’t fit in the budget, 40 man, or work in any reality whatsoever.
I think they will sign 2 project guys unless they like Capuano coming back than 1 while making a trade for someone witrh 2-3 years service time left that is a legit 2-3.

They're free agents
they’ll take the best money offered to them. They may realize that they shouldn’t (for their own sake) sign an performance-defined deal due to their injury/effectiveness history, so would rather sign for more money up front, and fewer incentives than the other way around. All it takes is one team willing to sign them for more straight up, and we end up with nothing.
In other words, there’s no such thing as any of these players being “low risk”. If we hire them, we have to offer a sweeter deal from their perspective than any other team. In other words, it’s a players market, not an owners market.

Why would they take a deal if they know they aren't going to start
I don’t see any of those guys signing on to be the 8th starter, so signing all of those guys is incredibly unlikely. I like the merit of your idea, though, and I like all the names on that list. I just think 2-3 of them is much more likely.

All of them would be nice, but very unlikely
They’ll probably sign Mulder. Sheets won’t be back. I’m hoping they sign Harden and any of the other ones.

If all of them were healthy for most of the season, I don’t think we could afford to pay them. :)

Since it would leave the team with 10 starters, there is no way anyone would get enough innings to qualify for their incentives.
