I thought incentives could only be based on games finished, and couldn’t be performance based.

Games finished or appearances/starts, etc., but not saves as far as I know
There’s a three year old mlb.com article about contract incentives here. Maybe that’s changed for saves (what team wouldn’t want a pitcher to try harder to save a game?).
Although I wouldn't have spent so much on it,
our Bullpen is pretty sweet.
7th: Coffey
8th: Hawkins
9th: Hoffman
We’ve also got Villa, and Vargas who could fill in the 7th or long relief if needed.

I completely forgot Villanueva when crafting a bullpen in the Mug the other day. I guess it is pretty much full, with Hoffman, Hawkins, Coffey, Stetter, Villanueva, Riske and Vargas.

I'm betting
Riske gets sent to AAA for a “rehab assignment” out of spring training or stays in extended spring training simply so they have a longer look at someone else. Of course, now that I say this I’m sure Riske will be lights out or everyone else will just suck it up in spring training and it won’t matter.

I have great faith in Suppan
Between the ability to skip the #5 starter due to off days, and the inevitable blind-squirrel-finding-an-acorn moment of Suppan having two good starts next season that long relief will be needed on average every 7.3 days.
