doubleplays and forceouts, yes. Non-forceouts, blame on the runner.
The problem with that
is it ruins the symmetry of the thing…pitchers are credited with the opposite of whatever the hitters get. There’s no real obvious way to break the percentages up but still keep them equal to what the pitchers’ are assigned. You could come up with a complicated way to do that, but the big appeal of WPA is the relative simplicity of the whole thing.

the pitcher should still get credit for the baserunning error, but rather than assign it to the batter, assign it to the runner. if the runner was inherited from a previous pitcher, it doesn’t matter – it’s the current pitcher that matters.

If a pitcher comes on when the opposing team has a 60% chance to win, or something, and he retires the side and the team’s chance of winning goes back down to 50%, for example, he’s credited with +.100 WPA. At least that’s how I understand it.

The WPA is just assigned to the agent effecting the change in win probability. In this case, it was Bruce with his throw, not anything the pitcher did. The pitcher gets WPA subtracted for giving up a hit that resulted in first and third, no outs, and Bruce gets credit for bringing the situation to first base, one out.
