Best/Worst GMs of the Aughts, per Baseball Prospectus
Not sure if this is a "members only" link (sorry if it is). Also might corroborate some people's suspicions of ol' Dougie. Here's a link to the article that describes what's going on in that spreadsheet.

I call "randomly made up stat that probably doesn't really do that good of a job measuring what exactly a GM does".

Melvin is higher than Cashman
That definitely screams made up stat.
The fact that they're trying to quantify this is just silly.
They can say “so far,” but you can’t judge the success/failure of a GM until every contract he’s signed, every trade he’s made, every player he’s drafted, every move he’s made has been played out completely.
GM’s are investors. You can judge a guy based on short term return, sure, but that doesn’t mean he’s a better investor…

sure you can...
if over the long term he makes lots of short term returns that add up to a megalot;)
Brian Cashman is a good GM?
When did this happen? Or are you a good GM because you have an unlimited budget and can sign almost any FA you want, throw money around the Caribbean so you can get the best talent there and pay over slot to get 1st round talent in the 10th round of the US amateur draft?
Not even Sal Bando could screw up given the Yankees’ budget for ML payroll, scouting and minor league deals.
When there is a scuffle in Ireland, there’s no need to specifically mention in the news story that alcohol was involved

Good within certain constructs
Maybe Sal Bando couldn’t, but evidence suggests Steve Phillips and Omar Minaya could.
Not only that, but the Caribbean market is actually the fairest for all the teams. The Dodgers, Twins, and even the Marlins make a big splash signing teenagers in those countries.
Wow. Look at the 90s....
Any system that has Jim Bowden and Sal Bando rounding out the top 10 GMs in the 90s strikes me as highly suspect.
