Seems kind of dumb
We didn’t have to complete anything for at least a couple more months. I also thought most times the PTBNL was picked from a list of players who were decided on at the time of the trade.

I still think it's possible the Brewers had first dibs on their spring training DFA's.
And when nothing of interest came along, they took cash instead.

The Brewers still have not completed the deal that sent reliever Carlos Villanueva to Toronto on Dec. 3. Rather than take the “player to be named later,” general manager Doug Melvin said he might take cash considerations.
“We’ll go back (to Milwaukee) and look at it,” said Melvin.
