Reading the tea leaves on Suter

Why did the Brewers waive Suter rather than non-tender him? The more I think about it the more I think there was a negotiation that Suter "won". If they NT him he becomes a FA like Gott, etc.they could negotiate a lower salary with competition from every other team at once. Waive him and every team has a shot individually.

I imagine they gave him a "We'd like you back, but at this #" conversation. But if you can get someone to pay your Arb # God bless ya. He agrees to take it if he clears waivers. He doesn't and the rest is history. I think this was the Brewers way of doing right by the Raptor.

What do you think? Is this naive? What would be a different reason?
